Personal dispensation

A personal dispensation for a crew member is only granted for unforeseen circumstances beyond the control of the person concerned. This includes cases where a crew member is unable to perform his duties as a result of an accident on board or if an event has occurred in the personal life of the person concerned that forces him to disembark (serious illness or death of a close family member).

Conditions

Only the ship manager can submit an application by using the application form.

What do I need?

You can apply via the Personal dispensation application form (Dutch) on working days between 8:30 am and 5:00 pm. A fully completed application form with the required supporting documents, as mentioned in point 4 in the application form, should be send by e-mail to nl.scheepvaart@kiwa.com.

Friday afternoon after 17:00 you can contact Port State Control via phone (+31 (0)70-456 4650) or e-mail (psc@ilent.nl).

There are two types of dispensations:

  1. Personal dispensations: the personal dispensation is an exemption granted to a crew member with regard to the obligation to be in possession of a valid certificate. You can apply for this at Kiwa Register;
  2. Ship dispensations: the ship dispensation is an exemption that the ship receives to man it in accordance with the crew certificate. You can request this from the Dutch  Inspectie Leefomgeving en Transport (Environment and Transport Inspectorate).

Costs

The rate for the personal dispensation is legally determined by the Dutch government in the Regeling tarieven transportsectoren (Dutch) and includes 21% VAT. A personal dispensation costs € 233,53.

Payment

You must pay afterwards. When Kiwa Register receives your application, an invoice is sent to you.
