B-FCL Licence Conversion for pilots of balloons

If you are the holder of an ICAO licence for pilot of balloons, you can convert this into an EASA licence. This page contains information about how you can do this.

What do I need?

You must submit the following:

  • The fully-completed application form
  • A copy of the passport
  • A copy of the valid medical certificate (class 2)
  • A copy of the ICAO BPL licence
  • A copy of the theoretical results aviation law and human achievement
  • A copy of the BPL practical exam with the correct Flight Test Schedule (FTS)
    • A copy of the licence from the examiner (if the practical exam is conducted by a non-Dutch EASA examiner)
    • A copy of the examiner certificate (if the practical exam is conducted by a non-Dutch EASA examiner)
  • Copies from the logbook of the candidate equipped with his/her signature and where the following is clearly shown:
    • Have completed at least 100 flying hours as pilot
  • Optional a copy of the LPE certificate

Application and delivery

After reception of your application, this will be processed as quickly as possible. You will receive the invoice, and possibly a request for supplying additional information by e-mail. After your application is complete and has been paid for, the processing of your application will take approximately 30 working days. Express Service

During an application for a Part-FCL conversion for pilots of helicopters, you can select the Express Service. Your application is then given priority. In addition to the product fee, you will pay an additional 25% of the product fee for each Express Service request, with a minimum of € 130,68 (including 21% VAT and delivery by regular mail). Validity

On first issue of a licence, the licence document shall be issued without a period of validity. This means that the licence document itself is always valid. An exception to this is the RPL proficiency check. This has a validity period of 5 years.

Class, types or a Language Proficiency Endorsement (LPE) rating are included in your proficiency check:

  • A class rating has a validity period of 2 years;
  • A type rating has a validity period of 1 year;
  • LPE level 4 has a validity period of 4 years;
  • LPE level 5 has a validity period of 6 years;
  • LPE level 6 is valid forever.

Costs

The rate for this service is specified by the government in the Regeling tarieven transportsectoren (Dutch). The processing of this application costs € 93.17 (incl. VAT) per proficiency check/rating.

Payment

When Kiwa Register receives your application, an invoice is sent to you. The payment must be made, at the latest, within four weeks from the date of the invoice. If your employer pays for the costs of the application, you can state this during the application. If you cancel the application, or if your application is negative/is not processed, the costs are not refunded because you are paying for the processing of the application.
