If you are the holder of an ICAO licence for pilot of balloons, you can convert this into an EASA licence. This page contains information about how you can do this.

After reception of your application, this will be processed as quickly as possible. You will receive the invoice, and possibly a request for supplying additional information by e-mail. After your application is complete and has been paid for, the processing of your application will take approximately 25 working days. After this period, the decision will be sent to you by post or by e-mail. You can find more information about the application process on the Handling of an application and delivery page.
During an application for a Part-FCL conversion for pilots of helicopters, you can select the Express Service. Your application is then given priority. In addition to the product fee, you will pay an additional 25% of the product fee for each Express Service request, with a minimum of € 123,42 (including 21% VAT and delivery by regular mail). Due to the high number of pending requests it will not be possible to request the Express Service for Part-FCL products. You can only submit an Express Service request if there is a need to urgently issue a certificate or license because of your work. Other Express Service requests will not be processed and will be added to the regular request process. We are doing everything we can to offer the service again as soon as possible.
On first issue of a licence, the licence document shall be issued without a period of validity. This means that the licence document itself is always valid. An exception to this is the RPL proficiency check. This has a validity period of 5 years.

The tariff for this service is specified by the government in the Regeling tarieven transportsectoren (Dutch). The processing of this application costs € 88.33 (incl. VAT) per proficiency check/rating.
When Kiwa Register receives your application, an invoice is sent to you. The payment must be made, at the latest, within four weeks from the date of the invoice. If your employer pays for the costs of the application, you can state this during the application. If you cancel the application, or if your application is negative/is not processed, the costs are not refunded because you are paying for the processing of the application.
