B-FCL Licence Initial application and Amendment instructor certificate for pilots of balloons

European legislation defines a number of instructor certificates. These certificates provide the proficiency check to give specific levels of instruction to students for a BPL, for example, from a Flight Instructor-FI to Tethered instruction. Below, you can find the information for a initial application or amendment of an instructor certificate.

Application and issuing

After reception of your application, this will be processed as quickly as possible. You will receive the invoice, and possibly a request for supplying additional information by e-mail. After your application is complete and has been paid for, the processing of your application will take approximately 30 working days. After this period, the decision will be sent to you by post or by e-mail. You can find more information about the application process on the Handling of an application and delivery page.

Express Service

You can select the Express service during the application for issuing a licence. Your application is then given priority. In addition to the product fee, you will pay an additional 25% of the product fee for each Express Service request, with a minimum of € 130,68 (including 21% VAT and delivery by regular mail). Express Service Part-FCL is temporarily not available.

Validity

A validity period is not specified for your licence and the ratings. You must however satisfy the recency requirements. You can find these in the European regulation.

Costs

The rate for this service is specified by the government in the Regeling tarieven transportsectoren (Dutch). The processing of each issuing, extension or renewed issuing of an instructor certificate costs € 206.91 (incl. VAT).

Payment

When Kiwa Register receives your application, an invoice is sent to you. The payment must be made, at the latest, within four weeks from the date of the invoice. If your employer pays for the costs of the application, you can state this during the application. If you cancel the application, or if your application is negative/is not processed, the costs are not refunded because you are paying for the processing of the application.
