How can I convert my Enroute Instrument Rating (EIR(A)) to a Basic Instrument Rating (BIR)?

If you are the holder of an EIR, the following is applicable: You can continue to use the EIR until 8 September 2022, provided that your EIR is valid. The EIR can be kept valid or revalidated in accordance with the current conditions (FCL.825 (g); Annex II).

The BIR was introduced on 8 September 2021. From this date onwards, you can convert your EIR to a BIR. Based on your EIR, you can be eligible for exemptions from parts of the training for a BIR. You are hereby granted exemption for at least module 1 (the core module of the flight skill training with the use of instruments only). You will also be exempt from the BIR theory training and BIR theory examinations. For more information, you can consult an ATO who provides the BIR training.

I am enrolled in an EIR(A) training course. How can I convert this to a BIR training course?

How can a verification letter and/or a no incident/accident statement be requested?

Providing a verification letter is a service for which we charge a fee since 1 November 2017. The verification letter can be requested by the pilot, airline or aviation authority. The request can be submitted via the contact form stating the address that must be mentioned on the invoice.

The verification letter states your name, date of birth, licence number and all valid ratings. The verification letter also includes a no-incident/accident declaration.

The no-incident/accident declaration can be requested by the pilot, airline or aviation authority. This is also a service for which a fee is requested since 1 November 2017. The valid ratings are not stated in this.

Verification of the medical data is issued by the Human Environment and Transport Inspectorate. Requests for this can be sent to medischluchtvaart@ilent.nl.
 

For how long is my practical exam valid?

Your practical exam is valid for six months after successfully completing the skills test.
 

I live abroad. How can I receive my licence?

If you live abroad and do not have a correspondence address in the Netherlands, your licence will be sent by registered post from 1 May 2019. For this, in addition to an invoice for processing your request, you will receive an invoice for the courier service. Click here for the rate. When your certificate of authority is dispatched, we will send you a track & trace code by e-mail so that you can follow the shipment.
 

My LPE licence has expired, what should I do?

If the LPE has expired for less than three months, the language proficiency assessment can take place during an existing assessment or training activity such as a professional check with a limited Language Assessment Body (LAB) recognised by the Human Environment and Transport Inspectorate.

In addition, the language skills evaluation can be performed at a language evaluation body authorised by the Human Environment and Transport Inspectorate or an authorised LAB in another EU member state.

If the LPE expired more than three months ago, the language skills evaluation can only be performed at a language evaluation body authorised by the Human Environment and Transport Inspectorate (Language Assessment Body (LAB)) or an authorised LAB in another EU member state.
 

Where can I find the requirements for extending and renewing the issuing of an instructor certificate?

ERequirements for extending and renewing the issuing of an instructor certificate can be found in Regulation (EU) Nr. 1178/2011 (Dutch) from the Commission dated 3 November 2011. What do I pay if I request several products at the same time?

Each request for the issue of a product is processed separately because each product has different legal requirements that must be fulfilled. That is why you pay per processing of a product the rate stated in the aviation tariffs regulation (Dutch).

Unfortunately, we cannot answer questions about the status of your request. If your request was submitted more than 25 working days ago, then contact us by phone.
 

What do I have to do to convert my foreign EU licence into a Dutch EU licence?

To convert your foreign EU licence into a Dutch licence, you fill in the “Part-FCL licence transfer” form. You send this form with a copy of your passport to Kiwa Register. Kiwa Register retrieves your data from the relevant authority by means of a licence transfer form. As soon as this data has been received by Kiwa Register, you will receive a payment slip for the issue of the Dutch EU Certificate of competence. Your data will be copied as it appears on the licence transfer document.
 

What do I have to do to convert my Dutch EU licence into a foreign EU licence?

To convert your Dutch EU licence into a foreign EU licence, you can contact the foreign authorities and submit a request there for conversion. The foreign authority sends a licence transfer form to Kiwa Register. Kiwa Register fills in the licence transfer form and then sends it back to the relevant authority. As soon as you receive the new EU licence, you are requested to hand in your Dutch licence to the foreign authorities.
 

What are the guidelines for compiling a ‘course completion certificate’?

The course completion certificate is issued by the ATO and will contain the following details:

  • Name of candidate
  • Date of birth of candidate
  • Type of education
  • Start- and end date of training (if required)
  • The number of the ATO approval
  • Date
  • Signature of the Head of Training
  • ATO stamp (if the course completion certificate does not have the logo of the ATO)
 

What are the guidelines for compiling a ‘declaration base check’?

The declaration base check is issued by the ATO and must include the following details:

  • Name of candidate
  • Date of birth of candidate
  • Type of aircraft
  • Number of take-offs and landings + date
  • Name of instructor
  • Date
  • Signature of the Head of Training
  • ATO stamp (if the declaration base check does not have the logo of the ATO)

Part-FCL and the Brexit

 

Somebody would like to apply for a conversion of his UK licence. The applicant has completed the theoretical knowledge in The Netherlands and had a Dutch licence which has been transferred to UK. Can Kiwa based on this theory issue a conversion?

Yes, because according to the regulations it concerns only UK theoretical knowledge. The theory has a validity period conform FCL.025.
 
The theory of an ATPL licence will remain valid for a period of 7 years from the last validity date of an IR entered in the licence.
 
For all other licences it is necessary to obtain the theory again if the validity period, as described in FCL.025, is due. It depends on the application which theory should be obtained.
 

Somebody sends a request for initial issue/conversion. The applicant obtained his theoretical certificate in the UK before the 1st of January 2021. Can Kiwa accept the theory?

Yes, the UK theory results, completed before 01-01-2021 will be accepted for issuing licences and IR.
 

If a Dutch student PPL obtains his complete Part-FCL theory in 2021 in the UK, is this then still legally valid for an application for an initial issue Part-FCL PPL, as it was before the Brexit?

No, the UK theory is not valid anymore in The Netherlands.
 

Can a person who has a Dutch licence add a type rating that is on his/her UK licence?

Yes, the procedures for acceptance and conversion are applicable for accepting the UK licence/ratings as of 01-01-2021.
 

Can Kiwa accept e.g. a LPE 6 certificate that was obtained under the JAR (Joint Aviation Requirements) FCL?

In this specific case the LPE-certificate can only be accepted if the application was send before 01-01-2021.
 

Can Kiwa accept certificates that are issued before 01-01-2021 by an approved UK educational institute (before acknowledged by EASA)?

No, certificates for a licence or rating that are issued by an approved training organisation for which the applicant has applied for the licence or rating after 31-12-2021 cannot be accepted by EASA Member States.
 

Can Kiwa accept UK medicals that are included in the applications (not being UK licence transfers) and send after 01-01-2021? If so, are there any criteria attached?

If the UK medical is issued before 01-01-2021, it will remain valid during the validity period of the class.
