On this page, you can find what you need to apply for a B-FCL licence if you do not yet have this licence.

What do I need?

You must submit the following:

  • The fully-completed application form.
  • A copy of the passport
  • A copy of the valid medical certificate (class 2 or LAPL if not in the possession of a commercial rating)
  • A copy of the BPL theoretical results
  • A copy of the course completion certificate (see the FAQ’s on our website for the content/guidelines):
    • A copy of the DTO approval (applicable if the training took place at a non-Dutch EASA training organisation)
  • A copy of the BPL practical exam with the correct Flight Test Schedule (FTS)
    • A copy of the licence of the examiner (if the practical exam is conducted by a non-Dutch EASA examiner)
    • A copy of the examiner certificate (if the practical exam is conducted by a non-Dutch EASA examiner)
  • Copies from the logbook of the candidate with his/her signature and clearly showing the following:
  • 16 hours of flight instruction in hot-air balloons of the same class and group, including:
    • 12 hours of dual flight instruction (DFI)
    • 10 inflations and 20 take-offs and landings
    • solo flight under supervision for at least 30 minutes
  • Optional A copy of the RT-VFR, RT-IFR certificate and LPE certificate

Application and delivery

After reception of your application, this will be processed as quickly as possible. You will receive the invoice, and possibly a request for supplying additional information by e-mail. After your application is complete and has been paid for, the processing of your application will take approximately 30 working days. After this period, the decision will be sent to you by post or by e-mail. You can find more information about the application process on the Handling of an application and delivery page.

Express Service

You can select the Express service during the application for issuing a licence. Your application is then given priority. In addition to the product fee, you will pay an additional 25% of the product fee for each Express Service request, with a minimum of € 130,68 (including 21% VAT and delivery by regular mail). Validity

A validity period is not specified for your licence and the ratings. You must however satisfy the recency requirements. You can find these in the European regulation.

Costs

The rate for this service is specified by the government in the Regeling tarieven transportsectoren (Dutch). The processing of each issue of a proficiency check costs €768.35 (incl. VAT).

Payment

When Kiwa Register receives your application, an invoice is sent to you. The payment must be made, at the latest, within four weeks from the date of the invoice. If your employer pays for the costs of the application, you can state this during the application. If you cancel the application, or if your application is negative/is not processed, the costs are not refunded because you are paying for the processing of the application.
